The concept of meritocracy is a symptom of the strategic goal of the organization. Organizations with different primary or secondary strategic goals will have different meritocracy measuring factors in terms of selecting unconditional and conditional cooperators to accomplish their  primary and/or secondary goals; in the same manner that Mao Zedong and Chiang Kai-shek’s [Secrets of war: Deadly Intelligence: Mao’s Secret] ideological strategic goal armies had different ideological meritocracy measuring factors for selecting their generals and soldiers.

Ecologically speaking there are two different primary strategic goal based societies: EoP Abel Steppe Aryan v WiP Kane Babylonian. EoP law cultures advocate on behalf of EoP law.
